Why are some of the stages of the SCE Scheduling disabled/ inactive?

Since the Pre-Sim, Simulation, Post-Sim, and Evaluation stages correspond to the completion of the respective checklists, these stages are only active/ enabled if at least one section has at least one item created within the checklist.
